• Officers already allocated a service through CSE 2025 or an earlier exam can appear once more in either CSE 2026 or CSE 2027 without resigning from their current post, but must resign before attempting CSE 2028 or beyond.

In practice, this closes a loophole that let officers repeatedly attempt the exam while drawing a government salary, and it forces a clearer choice point for anyone weighing whether this is truly their last attempt.

The Application Process Is Also Stricter

UPSC has moved away from the older One Time Registration format to a four part online form with Aadhaar based verification, and candidates must upload a photograph, signature and identity documents that match exactly, or risk rejection at the scrutiny stage. Every aspirant now receives a lifetime Universal Registration Number after the first registration, which will carry forward to every future UPSC exam.
