Apart From UPSC Exam, Foundation Course

Criteria to get into civil services has changed. Marks secured by candidates in civil services are not enough, now a new pattern has been applied before recruitment. Examination will not only be the soul to allot any candidate for civil services. 15 weeks foundation course will be the base to judge and to recruit any candidate, Lal Bahadur Shastri National Academy of Administration (LBSNAA) will be the place for foundation exercise, service and cadre will be allocated according to their performance.

In the new transformation, those candidates who clear the civil services examination which is conducted by Union Public Service Commission are allotted the Indian Administrative Service(IAS), Indian Foreign Service, Indian Police Service(IPS) and many other central services are based on UPSC ranks, after this, they will go LBSNAA for 15 weeks training program under foundation course before they get recruit in any branch for specific service program.

According to PMO’s office, they wanted to change the process and will allocate cadre and their services by how they perform in foundation course. Letters are already out form Dept. of Personnel and Training(DoPT) to various controlling ministers of cadre, for their views on the proposal. Now the letter has been approved and from now, 15 weeks foundation course is going to effect the marks of candidates and it is a big decision taken by PMO and will implemented from now onwards.

The foundation course is a combination of various activities which combines academics such as public services, political sci., law, besides this numbers will be given on extracurricular activities like- village visit, trekking and how they interact with their fellows. At present, this foundation  course have over all 400 makes but not been added but from now, this marks will also affect cadre’s results and it may extend by the time.

Variations in comments are seen, some said that this proposal is not going to rise because candidates with high ranks won’t get services according to their choice while other have welcomed the idea. UPSC exams have 3 stages to find perfect candidate for services- the preliminary examination, the main examination and foundation course to allocate candidates but this isn’t much to know about candidates addition of 15 weeks foundation program will help in knowing candidates, whether, they are capable of getting high ranks or not., Apart from UPSC exam, foundation course
