Why Insights IAS is first. It is headquartered in Bengaluru and is the only institute in the city running both a full English-medium UPSC programme and a bilingual Kannada KAS stream. Plutus IAS is placed second because it has no Bengaluru classroom — it teaches Karnataka aspirants online from its Delhi centres. On a Bengaluru page we have ranked the local institute above the online one.

- Insights IAS — the ₹1,38,000 / ₹1,00,000 figures are the list prices published in its own December 2025 admissions post. An early-bird rate of ₹1,24,200 / ₹90,000 closed on 30 December 2025, and the live course pages are JavaScript-rendered so we could not read a current figure. Confirm by phone before paying
- Rau’s IAS — the fee pages carry no target exam year and the batch schedules stop at CSE 2026. Treat this as the standing rate rather than a confirmed 2027-cycle price
- Shankar IAS Academy — its fee varies by centre. ₹1,00,000 is the Bengaluru figure; the Trivandrum brochure shows ₹95,000 for the same programme
- Himalai and Achievers — neither publishes a fee. Himalai references ₹85,000–₹1,20,000 for a one-year KAS package in passing, but not as a fee table
- Plutus IAS — has no Bengaluru classroom and is listed as an online option taught from its Delhi centres, which is how Plutus describes its presence outside Delhi and Chandigarh
Fees checked July 2026 against each institute’s official website. Coaching fees change between batches and most institutes run early-bird and scholarship discounts, so treat these as the published list price and confirm directly before you pay. Where GST is marked “Not stated”, the institute’s page did not say whether tax is included — ask before assuming.
1. Insights IAS
Insights IAS is the largest UPSC operation actually headquartered in Bengaluru, running from Chandra Layout with branches in Mysuru, Dharwad, Delhi, Hyderabad, Lucknow and Srinagar. Most aspirants first meet it through InsightsonIndia, the free current-affairs and answer-writing platform, which is among the most heavily used UPSC resources in the country.
Its flagship is the OGP, an integrated Prelims-cum-Mains programme listed at ₹1,38,000 offline and ₹1,00,000 online for the UPSC 2027 cycle.
Why it anchors this list: it is the only institute in Bengaluru that spans both exams properly. It runs a full English-medium UPSC programme and a dedicated bilingual KAS stream at ₹54,000 offline and ₹45,000 online, taught in English and Kannada, with taxes stated as included. Every other high-fee UPSC specialist in this city offers nothing for KAS at all.

2. Plutus IAS (Online)
Plutus IAS runs no classroom in Bengaluru. It teaches Karnataka aspirants online and in hybrid mode from its Delhi centres in Karol Bagh, Mukherjee Nagar and Old Rajinder Nagar, which is how Plutus itself describes its presence outside Delhi and Chandigarh.
For a Bengaluru aspirant the calculation is different from a Patna or Lucknow one. Bengaluru already has strong local UPSC teaching, so the case for online here is not “there is nothing nearby” — it is cost and time. A ₹1,50,000 online seat sits below Rau’s ₹1,75,500 and Officers Academy’s ₹1,55,000 classroom rates, and it removes a commute that in this city can run to two hours a day. Against Believers’ ₹80,000 online or Shankar’s ₹1,00,000 classroom, it is not the cheap option and should not be read as one.
Plutus offers an unusually long list of optional subjects, including several literature optionals the large national institutes do not run. It publishes fees openly, in three modes, at plutusias.com/course-fee. Its faculty panel is published on its own site and its credentials are the institute’s own claims.
Karnataka note: Plutus does not offer a KPSC/KAS stream. If you intend to sit KAS alongside UPSC, look at Insights IAS, Believers, Bangalore IAS Academy, Himalai or Amoghavarsha instead.
3. Legacy IAS Academy
Legacy IAS in Jayanagar publishes the clearest fee card of any institute in this city — a dated, itemised table covering offline, online, hybrid and weekend formats, with GST status stated explicitly. That sounds like a small thing until you try to compare ten Bengaluru institutes and find that half of them will not tell you a price at all.
The Foundation Course covers GS Prelims Papers I and II and GS Mains I to IV, at ₹1,40,000 offline, ₹1,10,000 online and ₹1,55,000 hybrid, all stated as inclusive of GST.
The academy claims more than 550 selections over ten years and that seven of the top 100 in CSE 2023 were its students. Those are the institute’s own figures and we have not independently verified them.
Karnataka note: no KPSC or KAS offering. Kannada appears only as a UPSC optional subject resource, not as a teaching medium.

4. Rau’s IAS Study Circle, Bengaluru
Rau’s is among the oldest names in UPSC coaching and runs a genuine Bengaluru classroom — its own admission flow offers “Offline at Delhi, Offline at Bengaluru or Live-Online” as a choice, which is the strongest confirmation available short of visiting.
The GS Integrated Foundation Course is ₹1,75,500 on campus, inclusive of GST, and ₹95,500 live-online. That makes it the most expensive classroom option in Bengaluru and, at the same time, one of the cheaper live-online ones — an unusually wide gap between the two modes.
Two things to check before you commit. First, Rau’s does not publish a street address or phone number for its Bengaluru centre on any reachable page; its own Bangalore contact page returns “NA” for the phone. Call the central number and ask. Second, the fee pages carry no target exam year and the batch schedules on the site stop at CSE 2026, so confirm the price applies to the cycle you are joining.
Karnataka note: no KPSC/KAS stream, English medium only.
5. Shankar IAS Academy, Bengaluru
Shankar IAS is a Chennai-headquartered academy with a staffed Bengaluru centre in Chandra Layout — one of twelve cities on its own centre list, with a local address, three phone numbers and, unusually, a fee table specific to this centre.
General Studies Prelims-cum-Mains is ₹1,00,000 inclusive of tax. CSAT is ₹14,000 and an optional subject ₹34,000, with a bundle of all three at ₹1,48,000. At ₹1,00,000 it is the cheapest classroom programme from a major national brand in the city.
Worth knowing: Shankar’s fee varies by centre. Its Trivandrum brochure prices the same programme at ₹95,000. Quote the Bengaluru figure when you enquire, and do not assume a rate you read on another city’s page applies here.
Karnataka note: the Bengaluru centre covers UPSC and TNPSC. No KPSC/KAS.

6. Believers IAS Academy
Believers runs two Bengaluru centres, in BTM Layout and Hebbal, and publishes a complete fee grid across offline, online, weekend and optional formats — the second-most transparent pricing in the city after Legacy.
The GS Foundation Course is ₹1,17,000 offline without an optional and ₹1,47,000 with one; online is ₹80,000 and ₹1,05,000 respectively, presented as GST-inclusive. That ₹80,000 online rate is the cheapest serious online programme on this list.
Karnataka note: Believers does run KPSC/KAS preparation, with regular, evening and weekend batches. It does not publish a KAS fee, and it does not state the teaching medium for that stream — worth a phone call if you need Kannada.

7. Officers IAS Academy, Bangalore
Officers IAS runs its Bangalore operation as “Ramaiah Officers IAS Academy”, on the MS Ramaiah campus in Mathikere in partnership with Ramaiah University. A campus tie-up of that kind is unusual among coaching institutes and it is easy to verify in person, which is a point in its favour.
General Studies Prelims + Mains is ₹1,55,000, with a full course at ₹1,90,000 and an optional alone at ₹35,000. GST is not mentioned anywhere on the page, so ask whether tax is on top before you budget — on ₹1,55,000 that is a difference of roughly ₹28,000.
No online price is published for the Bangalore centre.

8. Bangalore IAS Academy
Founded in 2009 by Dr Arjun Bopanna, Bangalore IAS Academy runs branches in Hebbal and Vijayanagar and is one of very few institutes in the city that publishes a KPSC fee alongside its UPSC one — which makes it genuinely useful for the many Karnataka aspirants preparing for both.
UPSC Prelims + Mains is ₹1,00,000, with Prelims alone at ₹30,000. KPSC Prelims + Mains is ₹85,000 and KPSC Prelims alone ₹25,000. GST is not mentioned anywhere on the site.
The academy claims more than 42 selections across IAS, IFS, KAS, banking and police services, and over 10,000 students taught. Those are its own figures.
Karnataka note: full KPSC/KAS stream. Teaching medium is not stated — ask if you need Kannada.

9. Himalai IAS
Himalai is the longest-running institute on this list, claiming operation since 1998, and it has by far the deepest Kannada-medium footprint in Karnataka. It states that classes and discussion sessions are conducted in both Kannada and English, and it claims sixteen branches across Bengaluru and the state — Malleshwaram, Sahakarnagar, Marathahalli, Indiranagar, Koramangala, Jayanagar, JP Nagar, Basavanagudi and others.
KAS is arguably its core business rather than a sideline, which is the opposite of most institutes here.
It publishes no fee. Its own fee page promises a “reasonable UPSC coaching fee structure” and gives no figure. A KAS page mentions ₹85,000 to ₹1,20,000 for a one-year package in passing, but not as a fee table, and we have not treated it as a published price. It ranks ninth for that reason alone — on Kannada-medium KAS teaching it would rank considerably higher.

10. Achievers IAS Classes
Achievers is the only institute from this page’s previous edition that survives into the current one. Its site works, its Jayanagar address and phone are current, it advertises dated upcoming batches, and it publishes a detailed GS Foundation course page — a one-year, roughly 800-hour programme in hybrid mode.
It markets itself for UPSC and KAS together. It does not state the teaching medium for the KAS stream.
It publishes no fee. The course page lists payment methods — card, bank transfer, UPI, instalments — but no amount, which is why it sits tenth despite being a long-established name claiming more than fifteen years of operation.

The Karnataka split: UPSC money and KAS money are not in the same places
This is the one thing a Bengaluru aspirant needs that a Delhi guide will never tell them, and it comes straight out of comparing the fee tables above.
The city divides cleanly in two. The high-fee, English-medium UPSC specialists — Legacy at ₹1,40,000, Rau’s at ₹1,75,500, Officers Academy at ₹1,55,000, Shankar at ₹1,00,000 — offer nothing at all for KPSC or KAS. Not a batch, not a test series. Meanwhile the institutes that genuinely teach KAS in Kannada, Himalai and Amoghavarsha, publish no fees whatsoever. You cannot compare what you cannot see.
Insights IAS is the only institute in Bengaluru that spans both properly — a ₹1,38,000 English-medium UPSC programme and a ₹54,000 bilingual KAS programme, taught in English and Kannada, taxes stated as included, under one roof. Believers, Bangalore IAS Academy and Achievers also run KAS streams, but none of the three states its teaching medium, which for a Kannada-medium aspirant is the question that decides everything.
The money is worth seeing plainly. Offline UPSC foundation coaching in Bengaluru runs ₹1,00,000 to ₹1,90,000. Online runs ₹80,000 to ₹1,10,000. KPSC and KAS coaching runs ₹54,000 to ₹85,000 — roughly half. If you are preparing for both, the sequence in which you buy matters more than most aspirants realise.

National brands that do not have a Bengaluru centre
Several large names appear on Bengaluru coaching lists elsewhere without operating a classroom here. Checked against each brand’s own centre list in July 2026:
- Vajiram & Ravi — its contact page lists exactly two offices, New Delhi and Chennai.
- Drishti IAS — eleven classroom centres, all in the north and centre. Bengaluru is not among them.
- Chanakya IAS Academy — twelve centres listed, none in Karnataka. Note that “Chanakya IAS KAS Academy” in RT Nagar is a different organisation from the national Chanakya brand.
- Khan Global Studies — seven offline centres, no southern presence at all.
- ALS IAS — we could not establish this either way. Its site blocks automated checks and only a stale third-party listing suggests a Bengaluru centre. Call before assuming.
Also considered
Amoghavarsha IAS/KAS Academy (Vijayanagar, founded 2014) is genuinely bilingual, with notes and teaching in both Kannada and English, and satellite operations in Tumkur, Mysore, Hassan and Nelamangala. It publishes no fee. Pragnya IAS Academy (HSR Layout) publishes ₹1,46,000 for a one-year programme but is a Hyderabad-anchored chain with no KAS or Kannada offering — its Bengaluru site is a branch rather than a base. Global IAS Academy (Koramangala) claims operation since 2001 and offers both IAS and KAS, but publishes neither fees nor a phone number.
What changed in this edition, and why
This page previously listed five institutes. Four have been removed after checking each one directly in July 2026:
- IMPACT IAS Academy — removed. It is a Chennai institute, based in Anna Nagar East. Its Bangalore contact page returns a 404 and its main domain sits in a redirect loop. Its presence on a Bangalore list was a geography error.
- JTS Institute — removed. Its domain does not resolve at DNS level. Search engines still show cached pages, which is misleading, but there is nothing to reach.
- National IAS Academy — removed. The domain resolves but serves an empty shell with no text, address, phone or courses. A student has no way to contact it.
- The IAS Forum — removed. No institute-owned website of any kind could be found; every trace is an aggregator listing.
- Achievers IAS Classes — kept, at rank 10. It is the only one of the five that is unambiguously still trading.
We would rather run a shorter, checkable list than a longer one padded with institutes a reader cannot reach. Every institute above has a working website we loaded ourselves, and every fee is linked to the page it was read from.
